Cost tools: Cost Explorer and Budgets

AWS offers an ecosystem of tools for visibility, control, and optimization of cloud spend. The exam tests which tool fits each need: historical analysis (Cost Explorer), alerts (Budgets), recommendations (Compute Optimizer).

Cost Explorer

AWS Cost Explorer is the cost-analysis tool. It visualizes and analyzes historical spend, projects future costs, and helps identify savings opportunities.

Capabilities

  • •View historical costs by service, region, account, tag, or usage type
  • •Cost projections for the next 12 months based on trends
  • •Identify the top 5 highest-spending services
  • •Savings Plans and RI recommendations — how much you would save
  • •Granularity: daily, monthly, hourly (with activation)
  • •API for integration with your own systems

Exam signals

  • →"Analyze where most of the AWS spend went this month"
  • →"Identify services with the fastest cost growth"
  • →"See the impact of Reserved Instances on spend"
  • →"Project costs for next year"
  • →"Get Savings Plans recommendations"

Cost Explorer vs Budgets

Cost Explorer = historical analysis and projections (reactive/analytical). Budgets = proactive alerts when spend crosses thresholds.

AWS Budgets

AWS Budgets creates alerts when actual or forecasted spend crosses defined thresholds. It can also alert on Reserved Instance or Savings Plan utilization.

Budget types

Cost Budget

Alerts when spend exceeds $X. E.g.: alert if monthly spend passes $1,000.

Usage Budget

Alerts when a service's usage exceeds X units. E.g.: more than 1,000 EC2 hours.

RI/SP Coverage Budget

Alerts if Reserved or Savings Plan coverage falls below the threshold.

RI/SP Utilization Budget

Alerts if RIs or SPs aren't being utilized enough.

Automated actions

Budget Actions can execute automated actions when the threshold is crossed: apply an / policy that blocks launching new resources, or run an SSM Automation to stop instances. Useful for dev environments with a tight budget.

Notification configuration

Notifications via email or SNS topic. You can alert at 50%, 80%, and 100% of the budget to get ahead of it. Forecasted alerts: notify when the projection crosses the threshold even if actual spend hasn't yet.

AWS Compute Optimizer

Compute Optimizer uses Machine Learning to analyze metrics and recommends the optimal resource type for each workload based on actual usage.

Resources it analyzes

EC2 Instances

Recommends the instance type and size based on CPU, memory, and network.

Auto Scaling Groups

Optimizes the group configuration to balance performance and cost.

EBS Volumes

Recommends the volume type (gp2→gp3, io1→gp3) based on the I/O pattern.

Lambda Functions

Optimizes the memory configuration for a cost/performance balance.

ECS Services on Fargate

Recommends the right CPU and memory for each task.

Recommendation types

Over-provisioned: Reduce size to save cost
Optimized: Good balance between cost and performance
Under-provisioned: Increase size to avoid throttling

Exam signal

"Identify oversized EC2 instances" or "rightsizing recommendations based on real metrics" → Compute Optimizer.

Trusted Advisor analyzes your AWS environment across 5 categories and provides real-time recommendations. The basic checks are free; the advanced ones require Business/Enterprise Support.

💰

Cost Optimization

Underutilized EC2 instances, unattached EBS volumes, unused Elastic IPs, expired Reserved Instances.

⚡

Performance

High-utilization EC2, CloudFront without compression, unused Route 53 A records.

🔐

Security

Security Groups with 0.0.0.0/0, MFA not enabled on root, public S3 buckets, CloudTrail not configured.

🏛️

RDS without Multi-AZ, EBS without recent snapshots, Route 53 without health checks.

📊

Service Limits

Service quota usage (VPCs per , EC2 instances, etc.). Alerts before you hit the limit.

Cost Allocation Tags

Tags are key-value metadata on AWS resources. Activating Cost Allocation Tags lets you see costs broken down by tag in Cost Explorer and billing reports.

Common tags

Environmentproduction, staging, dev
Teambackend, frontend, data
Projectcheckout-v2, ml-platform
CostCenterengineering, marketing

Exam signal

"How do you allocate costs across different departments/projects?" → Cost Allocation Tags + Cost Explorer filtered by tag.

AWS Pricing Calculator

A tool to estimate costs BEFORE provisioning resources. Lets you model architectures and compare costs across different configurations.

Key differences:

  • • Pricing Calculator: PRE-provisioning estimate
  • • Cost Explorer: POST-hoc analysis of actual spend
  • • Budgets: REAL-TIME alerts

Exam signals:

  • • "Estimate the cost of migrating to AWS"
  • • "Calculate TCO before migrating"
  • • "Compare costs across different regions"

Test what you just learned

A finance team wants to implement a policy where, if projected AWS spend for the month exceeds $10,000, an alert is sent to the CFO and the creation of new EC2 instances in development environments is automatically blocked. Which service implements this?
